Eligibility and fit assessment
Start by separating eligibility from competitiveness. Eligibility asks whether the applicant, institution, country, career stage and proposed activity satisfy the formal rules. Competitiveness asks whether the problem, evidence, team and delivery plan are persuasive within the programme’s priorities.
Create a one-page decision sheet recording applicant type, eligible host, thematic scope, duration, funding ceiling, co-funding rules, required partners, exclusions and deadline. Stop if any mandatory condition cannot be evidenced.
Develop the research case
Define the problem with attributable evidence, identify the precise knowledge or implementation gap and explain why the proposed method can close it. Objectives should be specific enough to map to work packages, outputs and measurable outcomes.
Reviewers need a credible line from resources to activities, outputs, short-term outcomes and longer-term impact. State assumptions and risks instead of presenting the project as certain to succeed.
Methods, statistics and reproducibility
Describe sampling, data sources, variables, analytical methods, uncertainty, validation and ethics in enough detail for technical review. Where statistical power is relevant, justify the sample size and anticipated effect rather than choosing a convenient number.
Include data management, code preservation, preregistration or protocol registration where suitable, publication plans and responsible sharing. Budget for these activities rather than treating reproducibility as an unfunded promise.
Budget, team and delivery
Build costs from the work plan: personnel time, fieldwork, equipment, software, dissemination, participant costs, data stewardship and institutional overheads where allowed. Every major cost should have a task and every task should have an owner.
Use a responsibility matrix and timeline with dependencies, milestones and decision points. Explain why each partner is necessary, how early-career researchers will develop and how governance will handle delays, conflicts and changes.
